UTAH GRADUATED DRIVER LICENSING (GDL) LAWS

Why these strict laws? It’s all about keeping you safe. Did you know…since teen driving laws started in 1996 teen driving fatalities have gone down more than 60 percent! That is HUGE! These laws may seem unpopular or inconvenient, but they really are there to save your life. Let’s follow them. The GDL laws let beginning drivers, like you, build driving experience before they are faced with riskier roadway situations.

A minor driver is someone under the age of 21. Minor drivers are issued a "Provisional Class D" driver license and a learner permit. All new drivers must go through the learner permit stage before applying for a full license, regardless of age.
